Tinker Federal Credit Union announces four new leaders to its enterprise project delivery

OKLAHOMA CITY, OK (December 22, 2025) |

Tinker Federal Credit Union (TFCU) has welcomed four new leaders to its  enterprise project delivery (EPD) team. Jim Shaffer, Andrew Nix, Bryan Haas and Laura Philbin join the credit union as  assistant vice presidents and managers of program management.

In their new roles, Haas, Shaffer, Nix and Philbin help lead projects that support TFCU’s operations, technology and member services. They work with business units across the credit union to plan, coordinate and deliver projects that improve the way members and employees use TFCU systems and services.

“We are excited to welcome Bryan Haas, Jim Shaffer, Andrew Nix and Laura Philbin to the enterprise project delivery leadership team,” said Amanda Gill-Ellis, vice president of enterprise program management at TFCU. “Each of these leaders bring valuable experience and a strong focus on collaboration, which will help us deliver even more effective solutions for our members and our credit union.”

Haas is a lifelong Oklahoman with a career built in information technology development and project management across several Oklahoma City organizations. He began his career as a computer programmer, then moved into project management where he led enterprise-level solutions and supported a wide range of business goals. He is passionate about clear communication, teamwork and building strong relationships across organizations.

“I am excited to be part of a team that’s committed to serving a diverse membership,” Haas said. “I look forward to helping keep our projects aligned with TFCU’s mission so we can make a meaningful impact for our members and community.”

Shaffer has more than 25 years of experience in project and program management and has led major initiatives in a  variety of industries, including technology and government. He has a long history of working with cross-functional teams and focuses on helping projects meet their goals in ways that support both employees and members.

“My goal at TFCU is to strengthen the way we manage projects, so each effort delivers real, measurable results for our  members,” Shaffer said. “When you care about people and give teams what they need to succeed, the work becomes more meaningful and outcomes are stronger.”

Nix brings a decade of experience in project and program management where he helped build a project management office, led system implementations and supported large software applications. In his new role, he focuses on programs that support business services and real estate and works to keep projects running smoothly.

“I want to help TFCU succeed by ensuring our programs are well managed and clearly focused on member needs,” Nix said. “It’s rewarding to work for a mission-driven organization that’s so connected to the community.”

Philbin has more than 25 years of experience in technology and project work, including roles in software development and consulting on large, complex projects. She has spent much of her career managing programs and leading teams, and she looks forward to supporting TFCU’s lending program and digital delivery plans in the years ahead.

“I’m excited to work with the lending program to move new digital projects forward and bring fresh energy to the tools  our members use every day,” Philbin said. “The people and culture at TFCU are special, and I am grateful to be part of a  team that works so hard for members.”
