Kentucky’s Park Community Credit Union represents all U.S. credit unions on Capitol Hill

General Counsel Kate McKune testifies before Congress on fraud prevention and consumer protection

Kate McKune, General Counsel for Park Community Credit Union, was selected to represent America’s Credit Union — speaking on behalf of credit unions,their members, and communities nationwide — before Congress on March 5, 2026. She testified at the House Financial Services Subcommittee on Financial Institutions’ “Fighting Fraud on the Front Lines” hearing.

McKune highlighted Park’s proactive fraud prevention efforts, shared insights from the front lines, and called for a coordinated federal response to protect consumers from scams and financial exploitation. Subcommittee Chair Andy Barr (R-Ky.) and full committee Chair FrenchHill (R-Ark.) emphasized that credit unions and community banks are “on the front lines” of fraud prevention.

“The problem and increasing fraud and scams have a tremendous impact on our members and places strain on the financial system, including credit unions, as a whole,” said McKune. “We acknowledge the privilege of protecting our members and their funds, and it is a continuation of Park’s mission to advocate for better protections in the law.”

The day after the hearing, on March 6, President Donald Trump signed an executive order directing a comprehensive national strategy to confront cybercrime and fraud. The order calls
for better coordination among lenders, law enforcement, and government agencies; prioritizes prosecutions of cyber-enabled fraud; and establishes an action plan to return seized funds
to victims.

important national conversation.”

As Kentucky’s largest Community Development Financial Institution (CDFI), Park serves over 80,600 members in Kentucky and Southern Indiana, investing heavily in staff training, technology, and member education to prevent and combat
fraud.
