Redwood Credit Union promotes Gladys Milligan, Azalia Basurto to elevate member experience, community partnerships

NAPA, CA (July 22, 2026) |

Redwood Credit Union (RCU), which offers full-service personal and business banking throughout the North Bay and San Francisco, has announced the promotions of Gladys Milligan and Azalia Basurto to advance its purpose of elevating the financial well-being of its members and deepening its commitment to the communities it serves.

Gladys Milligan has been promoted to regional vice president, Member Experience. In her new role, Milligan will provide strategic leadership and support to branches in the counties of Napa, Marin, and San Francisco, ensuring exceptional member and team member experiences while supporting Redwood Credit Union’s strategic priorities.

Milligan joined Redwood Credit Union in 2019 and previously served as branch experience manager in American Canyon. In her new role, she will focus on strengthening community relationships, driving membership and deposit growth, and bolstering member engagement. She will lead teams in connecting members with solutions that support their financial well-being, such as down payment assistance, coaching and other developmental opportunities, while supporting operational excellence across the organization.

“Gladys has earned the trust and respect of her colleagues, members, and community through her commitment to service and operational excellence,” said Mishel Kaufman, RCU Chief Operating and Risk Officer. “Her leadership, dedication, and ability to build strong relationships make her an excellent fit for this role, and we look forward to her continued success.”

Prior to joining RCU, Milligan worked with WaMu/Chase, Travis Credit Union, and First Northern Bank. She holds a Bachelor of Science degree in Business Administration with a concentration in Strategic Management from Sacramento State University. Milligan serves as chief financial officer for the American Canyon Chamber of Commerce and treasurer for the American Canyon Community and Parks Foundation. She is also actively involved in financial education initiatives, working with American Canyon High School and Up Valley Family Centers to bring financial literacy resources to local communities.

Azalia Basurto has been promoted to branch experience manager. In her new role, Basurto will focus on strengthening community partnerships and expanding access to financial education programs such as Bite of Reality and others to those living throughout Lake County, helping individuals and families build confidence and improve their financial well-being.

Basurto began her career with Redwood Credit Union in 2006 as a part-time teller in Rohnert Park. Throughout her 20-year career with RCU, she has held several positions, including senior member relationship specialist, training specialist in the Educational Development Department, and branch service manager. She also helps lead RCU’s DEI committee. In 2019, she relocated to Lake County, where she helped establish and grow RCU’s presence in the community as the branch service manager of RCU’s Lower Lake branch.

“Throughout her 20 years with Redwood Credit Union, Azalia has demonstrated a deep commitment to our members and communities,” said Mishel Kaufman, RCU Chief Operating and Risk Officer. “Her passion for financial education and community outreach has made a meaningful impact on Lake County, and we are excited to see her expand that work in her new role.”

Basurto holds an associate degree in Behavioral Science, a bachelor’s degree in Sociology, and certifications as a Certified Credit Union Financial Coach and Certified Sales and Service Facilitator. She is passionate about bringing practical, inclusive, and accessible financial education to schools, local organizations, and community groups throughout Lake County.
