Texas Credit Union Commissioner announces plan to retire

After more than two decades with the Credit Union Department, State of Texas, Credit Union Commissioner Harold E. Feeney has advised the Texas Credit Union Commission of his desire to retire, effective December 31, 2018.  The Commission has formed a search committee to execute a nationwide search.

“Harold Feeney has been a strong leader, only the fifth commissioner in the Department’s 49-year history, and one who has maneuvered the Department through challenging times and market transitions”, said Missy Morrow, Chair of the Credit Union Commission.  “The Commission is grateful for his contributions to the Department and his distinguished tenure as Commissioner.” Prior to being named to his current position, Feeney spent sixteen years with the Arizona Department of Financial Institutions.  Hired as a financial institution examiner he progressed to various positions within that department, including a tenure as Arizona’s Superintendent of Banks.

In 2007, Feeney was honored by the National Association of State Credit Union Supervisors (NASCUS) with the Pierre Jay Award.  The Pierre Jay Award was created by NASCUS to recognize individuals whose contributions have benefited the state credit union system in a significant way. Recipients of the award best demonstrate outstanding service, leadership and commitment to NASCUS and the dual chartering system.

The search for a new credit union commissioner has begun. Commissioner Feeney will work with the Commission to ensure a smooth transition and it is expected the selection process for the next credit union commissioner will take several months.

The Credit Union Department ensures that the Texas credit union system operates in a safe and sound manner, provides fair access to credit union services, treats credit union members fairly, and complies with applicable laws and regulations.

The Department charters, regulates, and supervises Texas credit unions. The agency also oversees the organization and structure of the state credit union system, maintaining a framework that encourages credit unions to responsibly innovate and adapt to meet the existing and evolving financial needs of members, businesses, and communities statewide. The agency issues and implements regulations and, when warranted, takes appropriate enforcement actions.
