Penny, a native Vermonter, grew up in Franklin County and graduated from Plattsburgh State (SUNY) with a Business Marketing degree. She has been involved with different levels of business lending in Vermont since 1994, including positions as Agricultural Loan Officer, Business Banker, and Business Lender.
