Prior to joining the FHLBanks, Donovan served as Executive Vice President and Chief Advocacy Officer at the Credit Union National Association (CUNA) where he was responsible for the development and implementation of the credit union system’s advocacy strategy, leading a team of more than 100 professional advocates at CUNA and the state credit union leagues.

Donovan has been recognized as a “top lobbyist” multiple times by The Hill, CEO Update, and the National Institute for Lobbying and Ethics. He is a Credit Union Development Educator, and holds a Master in Government from the Johns Hopkins University and a Bachelor of Science in Political Science from Truman State University.
