Identity verification is an integral part of the account opening process at credit unions. As credit unions work to remove the barriers to financial inclusion, and accept more types of identification for account opening, receiving guidance from the reglator insurer is important to balance their mission of inclusion, with regulatory requirements.

The Matrícula Consular is an inclusive identification document issued by the Mexican consular offices in the United States, Spain, and Costa Rica. This document certifies the nationality and identity of Mexican individuals residing abroad. It is accepted as primary identification by thousands of financial institutions in the United States, including credit unions and banks.

We extend an invitation to managers, compliance officers, loan officers, member service representatives, branch support representatives, and everyone who has a responsibility for identity verification at a credit union.

Charles A. Vice, Director of Financial Technology and ACCESS, NCUA

On January 3, 2023, the National Credit Union Administration named Charles Vice as the Director of Financial Technology and Access. In this role, Mr. Vice serves as the principal advisor to the NCUA Board on agency policy with respect to fintech, and fintech developments and transformation initiatives in the financial services sector, including cryptocurrency, blockchain, and distributed ledger technology. Director Vice’s responsibilities includes exploring methods to enhance the virtual examination and supervision process and promote the development and deployment of technologies and innovations that can expand financial inclusion and equitable and affordable consumer access within the credit union system.

Prior to his selection as Director of Financial Technology and Access, Charles served as commissioner of the Kentucky Public Protection Cabinet’s Department of Financial Institutions (DFI) for fourteen years and as treasurer of the National Association of State Credit Union Supervisors. Vice was also Chair Emeritus of the Conference of State Bank Supervisors and a Board Member of the Kentucky Financial Empowerment Commission. As commissioner of the DFI, Charles was responsible for the regulatory oversight of all Kentucky state-chartered financial institutions. Prior to joining Kentucky DFI, Charles was an employee of the Federal Deposit Insurance Corporation for 18 years, serving as a subject matter expert on subprime lending and capital markets. In 2007, Charles was the FDIC Chicago Region Employee of the Year.

Mr. Vice holds a bachelor’s degree in finance from the University of Southern Mississippi. He lives in Lexington, Kentucky with his spouse, Julia Vice. They have three children and four grandchildren.

Manuel Hernández Cárdenas Rodríguez, Documentation Consul at the Consulate of Mexico in Oxnard

Manuel Hernández Cárdenas Rodríguez is the Consul for Documentation at the Mexican Consulate in Oxnard. In his role, he oversees consular services such as passport issuance, consular registrations, civil registry documents for Mexicans; notarial acts, certificates, visas for documents, legalization of signatures and/or document seals, among others.

Prior to his selection as Consul for Documentation at the Consulate of Mexico in Oxnard, Manuel occupied several important consular positions such as the Consul for Documentation at the Consulate in Portland (2014-2018) Cultural Affairs, Political Affairs, and Consul for Documentation at the Consulate of Mexico in Miami (2005-2014) , Private Secretary to the Director General of the SRE Cultural Affairs Unit (2003-2005), Consul for Documentation in the Consulate General in Denver (2001-2003) and Press Attaché in the Consulate General in El Paso (1994-1998)
